Minutes of the meeting of the Parish Council held on Wednesday 11TH November 2009 at 7.30pm in the Committee Room, West Monkton Village Hall.
Present: Cllr Reeves (Chairman), Cllrs Tully, McCubbin, Cavill (arr later), Ellis, Day, Gage, Haskins

158/09 Apologies
Apologies were received from Cllr Besley (work).

159/09 Adoption of the minutes of the Parish Council meeting held on 14th October 2009
The minutes of the meeting having been previously circulated, it was resolved to adopt the minutes of the meeting on 14th October as a true record, proposed by Cllr Haskins, seconded by Cllr Ellis and all agreed.

160/09 Matters arising from the minutes: Clerk’s report
Clerk’s report was noted. In response to the emailed form request for statistics sent by M Dongworth SCC it was agreed that the request should be made to include incidents ¾ mile in either direction of the junction, but no money paid for the service as this was considered inappropriate.

The meeting was closed.
PUBLIC QUESTION TIME
It was noted that there has been no change effected at the Stables at the top of Redhill. The alarm had gone off in the night.
The crime statistics were reported by PC Beake. The previous Saturday night there had been a number of incidents: shoplifting, British Waterways store broken into, boat on the canal released from its moorings, front door fired at Canal cottage. Three separate officers had dealt with the incidents and it did not seem that there was any investigation as to whether or not they were connected. Generally speaking the Council expressed concern that the number of small incidents were increasing, noting that the outbuildings at The Orchards had been broken into and contents scattered, and a dog and puppies apparently abandoned on Noahs Hill.
The meeting was reconvened.
161/09 Items raised by the Public in Open Session
It was agreed that the matter of the Stables on Redhill should be reported back to J Hardy Enforcement Officer at SCC, since the agreed time frame for reparations expired at the end of the summer.
It was agreed that a request for a greater presence in the Parish should be made to the Police Authority. An enquiry was raised regarding the whereabouts of the PSCO bicycle, which the Stores had funded jointly with Halfords.
162/09 Layby and other plantings
It was reported that J Neill had declined to quote, and it was agreed to ask M Ellis to quote for the proposed layby improvements. It was agreed to submit costs to Cllr Waymouth asap for Community Chest funding.
It was noted that 5 applications had been received so far under the ‘Plant a Tree’ scheme.
163/09 Allotments
Cllr E Waymouth is continuing her enquires at County Hall regarding temporary use of the former playing area that the Parish Council used to rent form SCC at a peppercorn rent. SCC does not appear to have any record of the exchanges of correspondence and signed documents that terminated the tenancy in 2005/6.
164/09 K6 box
Cllr McCubbin reported that he had sent in the competition entry. He was in the process of obtaining Quantocks Hills leaflets and ‘Walks in West Monkton’ from the relevant Authorities.
165/09 Precept
It was noted that the Precept Working Party will meet on 17th Nov 2009 at Hill Farm. Councillors attending were asked to bring ideas forward regarding the use of PWB.
166/09 Official reports
Cllr Reeves reported that all members except one had attended the PWB training, this proportion being sufficient to allow the Council to qualify for self certification. He noted that P Lacey (SALC) had delivered very good training and as a consequence, Councillors were very well informed.
Cllr Tully, as Chairman of the Village Hall Management Committee, reported that work on the Hall extension had started, and should be complete by June 2010, bookings were being taken. The builders are presently on target.
Cllr Ellis reported on the Viridor Liaison meeting she had attended. Not many members of the public were present. Dust, bacteria and other monitoring systems showed the site to be within all safety levels. The nest meeting on 18th May will be in the committee room of the new landfill site building. It had been noted that the winter opening hours were not conducive to use by the public and fears expressed that fly tipping would therefore increase. The car parking area has been extended to increase the throughput of cars bringing rubbish. The site signage is not very user friendly although the staff are very helpful. It was noted that Viridor might be asked to donate some ‘Revive’ soil improver for the layby when work commences.
Cllr Cavill reported on TDBC matters. The Public Consultation for the LDF process starts 9th January 2010 until 26 Feb 2010. The consultation will address RSS areas of search and what is being proposed. The TDBC officer in charge is Ralph Willoughby- Foster. Housing numbers are a government directive to the District. In response to a question, Cllr Cavill will try to find if any feedback is available from the RSS Toolkit meetings held earlier in the year.
167/09 Appointments for next year
It was resolved to invite B Howe to be the Internal Auditor for 2009/10 accounts.
It was resolved to insure again with Allianz when the current policy comes up for renewal.
168/09 Ideas for Annual Parish Meeting
Some ideas were put forward and it was agreed that the Clerk should pursue them. Police Authority, Quantock Hills AONB, English Heritage on Bats, British Waterways electric boat on river, Somerset Nature, Waste Management. It was agreed that refreshments would be provided.
169/09 Planning applications registered at TDBC
48/09/0038 Ms K Marlow Replacement of bungalow with garage to a dwelling with detached garage and widening of existing access at Tarry a While, Gotton Lane, West Monkton. Likely issues – as the site is outside development limits, the proposal will have to meet TD Local Planning Policy H8. Comment: Parish Council has concern of overlooking neighbouring bungalow properties.
48/09/0039 Miss K Purchase Erection of first floor extension over garage at 63 Farriers Green, West Monkton. Likely issues – assess impact on character of existing property and street scene. Comment: Parish Council supports this application.
48/09/0040 Mr D Addicott Erection of extension and replacement of garage with double garage at Allenbrook, Goosenford. Likely issues: will assess impact on neighbours and design on site. Comment: Parish Council notes that the increase in ridge height seems excessive.
48/09/0041 Case officer not named: Erection of single storey rear extension at Branksome, Yallands Hill, Monkton Heathfield. Likely issues – assess impact of conservatory on site. Comment: Parish Council supports this application.
48/09/0043 Ms K Turvey Renewal of permission for 2 temporary classroom units (E703 and E713). Likely issues – none listed. Comment: Parish Council supports this application.
48/09/0042T Mr D Galley Management work on willow at 3 Acacia Gardens under TPO 1998. Comment: Parish Council supports correct pollarding to British Standard.
48/09/0044/T Mr D Galley Application to fell one eucalyptus tree included in Taunton Deane Borough (West Monkton no.1) Tree Preservation Order 1996 at The Poplars, 70 Bridgwater Road, Taunton (TD659). The proposal has been discussed and agreed in principle with the applicant, on condition that a new tree is planted and maintained. Comment: Parish Council supports this application.

170/09 Planning decisions made by TDBC
48/09/0032 Erection of double garage at Tanglewood, West Monkton (amended scheme to 48/09/0010). Permission granted: begin w/in 3 years, materials used to match existing.
48/09/0031 Erection of steel framed agricultural storage building at Quantock Farm, West Monkton. Permission granted: begin w/in 3 years, use materials specified in application, landscaping scheme to be submitted and approved prior to building, five year maintenance of plants.
PC/4/48/09/0035/KT Ms Karen Turvey Renewal of permission for a temporary classroom (unit E630) located at the eastern edge of the campus at Heathfield School, School Road, Monkton Heathfield.
Tree Preservation Order
At Peveril, Hestercombe Road – grounds for order: tree is a fine specimen, can be seen from the road, gives pleasure and privacy to neighbouring property.

The financial sheet was explained, and agreed. The payments and receipts were discussed and it was resolved to make the payments as shown, proposed by Cllr Haskins, seconded by Cllr Gage and all agreed.
