Minutes of the Meeting held on 08/07/09 at 7.30pm in the Committee Room West Monkton Village Hall
Meeting Opened at 7.30.pm Hazel Ellis took notes on the meeting.
Present:- Cllr Reeves (Chairman), Cllrs Day, Ellis, Gage, McCubbin.
A message from Cllr Haskins to say he would be late, but no message from Cllr Besley,

108/09 Adoption of the minutes of the Parish Council held on 10th June 2009
The minutes of the meeting 10th June 2009 were read, approved and signed, after one correction on p 1 item ‘Public Question Time’ ...sofa was dumped at top of Yalway Hill – not Yallands.
It was resolved to adopt the minutes, proposed by Cllr Day and seconded by Cllr Gage. – all agreed.

The clerk’s notes were read and nothing needed comment.
The meeting was closed at 7.37.pm.
PUBLIC QUESTION TIME
A. Mrs Jean Crichton Kelly owner of Sunshine Cottage, 4 The Street spoke about her objections to the resubmitted new plans for 2 and 3 The Street. She still feels that the extensions are too big and not acceptable.
B. PC Andy Beake came to introduce himself to the Parish Council and to ask if there was anything we wished to pass on to him. He also covers Priorswood and Holway (just to mention two) so his area is rather large. He was told about the speeding of cars within the village and about the ‘meeting’ area by the seat at Cherry Grove Cross.

111/09 Allotments: (Letter from Mr Almond)
Both the letter from Mr Almond and the reply by the Clerk were read out.
It was agreed to put it onto next month’s agenda and to wait and see what came forth*.
112/09 Planting Schemes
Planting scheme required for licence from Highways re bus shelter opposite Thornash Close: meeting to be arranged with Jenny Short.
Please can the Clerk let everyone know when this is arranged?
Cllr Haskins arrived at 8.25 pm. And item 5 was revisited*. He did not have the new tenancy agreement form with him(he had come straight from Glasgow) It is only a planning meeting next month and the September meeting would be too late and so it was agreed that the council should authorise Cllr Haskins with The Clerk to agree the contents and to sign the form.
113/09 Spring Flowers in verges: planting scheme, who will plant?
Discussion took place as to maybe we could employ some one to do the planting.
Cllr Gage has spoken to Andrew Cole about any planting we want to do on the triangle in The Street. See attached note from Andrew Cole to Barrie Gage with reference to the type of bulbs that could be planted.
It was thought that we should:
a) Advertise in the village news to see if anyone would be willing to do the planting.
b) Cllr Gage to ask Shaun Rolls to give a price.
114/09 ‘Election’ at Primary School:
This item was put on the agenda following a conversation between the Chairman and the Vice Chairman Cllr Ellis. She stated that at a recent Governor’s, meeting the subject came up about the election of the new School Council in September. The School Council has been running very successfully for a number of years. Children are being encouraged to find out about the normal every day things that happen within the community and the Deputy Head wondered if there was anyone who had faced an election could come and explain the process.
Cllr Ellis spoke to the Deputy Head and suggested that maybe one or two of our Parish Council might be able to help. The Deputy Head will get back to us. It was suggested that we could contact Craig Morse at Taunton Deane to see if he could help in any way and maybe supply a ballot box but this would be if the Deputy Head wants us to.

As the County Councillor and both District Councillors were unable to be present, there were no reports.
116/09 Planning applications registered at TDBC:
48/09/0025 and 48/09/0026LB Miss K Purchase Erection of single storey and two storey extensions following demolition of single storey extensions to rear of no’s2 and 3 The Street, West Monkton. This is a re-submission of 48/08/0067 following planning officer advice and reduced the length of the extension; this would be acceptable to the planning officer and the conservation officer. Comment: It was felt that given the size and proportions of the existing properties this is over development of the site and does not take in to consideration the impact on the neighbouring properties.
117/09 Planning Decisions made by TDBC:
These were read and noted
48/09/0013 Construction of a menage and diversion of access at Oaklands Goosenford Cheddon Fitzpaine. Permission granted: the proposal does not have a detrimental impact on visual or residential amenity and is therefore considered acceptable and not in conflict with TD Local Plan policies S1 (General) and S2 (Design). Begin w/in 3 years; use materials specified in application; submit landscaping scheme for approval; carry out scheme w/in first planting season practicable; protect planting scheme for first 5 years; ménage to be solely for private and domestic use; no floodlighting w/out prior approval of Planning Authority.
48/09/0018 Erection of two storey extension to replace single storey extension at side of Annandale West Monkton. Permission granted: extension would preserve the character of the bungalow and appearance of the conservation area and therefore is in accordance with policies S1 (General), S2 (Design), H17 (Extensions to dwellings), and EN14 (Conservation Areas) of the TD Local Plan. Begin w/in 3 years; use materials specified in application; the bedroom windows to be installed on the west elevation of the building shall be obscure glazing and non-opening unless more that 1.7 mtrs from the floor of the room they are in.
48/09/0019 Construction of pitched roof dormer to front elevation at 148 Bridgwater Road, Bathpool (re-submission of 48/09/0007). Permission refused. Dormer would be incongruous, bungalow being one of 6 similar in a row. Contrary to policies S1 (General), S2 (Design), H17 (extensions to Dwellings) of TD Local Plan.
48/09/0020 Erection of detached workshop and construction of pitched room to garage at Lyndhurst Milton Hill West Monkton. Permission granted: the proposal will be in keeping with the existing property and will not result in harm to the street scene. No adverse impact on amenities of neighbouring properties or trees w/in site. Thus, in accordance with policies S1, and S2 of TD Local Plan. Begin w/in 3 years; use materials specified in application.
48/09/0021 Removal of condition 02 (personal occupancy of office) of planning application 48/03/0067 in respect of land at Cherry grove Rise, West Monkton. Permission granted – no detrimental impact on visual or residential amenity therefore acceptable under TD Local Plan Policies S1 and S2.
48/09/0022T Application to re-pollard one willow included in Taunton Deane Borough (West Monkton no 3) Tree Preservation Order 1998 at 21 Acacia Gardens, Bathpool Taunton (TD777). Permission granted: begin w/in 2 years.
48/09/0024T Application to carry out management work on one walnut tree included in Taunton Deane Borough (West Monkton no 3) Tree Preservation Order 1998 at 64 Acacia Gardens Bathpool Taunton (TD777). Consent granted: start w/in 2 years; work to be in accordance with BS3998:1989.
Enforcement Notice
Enforcement notice issued in respect of minibus and bus hire business at 154 Bridgwater Road Bathpool. Change of use w/out planning permission. Requirement to cease using the land as a bus and minibus hire business and remove all buses and minibuses from the land. Compliance within three months from 16 July 2009.
Notice of an appeal
Appeal by BA Pension Investment Management ref Erection of a Class A3 unit and associated reconfiguration of car parking arrangements at the Deane Retail Park Hankridge. Appeal will be heard by the Inspector on Wednesday 26th August 2009 at 10.00am at the Deane House. You can give your views at the Inspector’s discretion.

119/09 Receipts, Payments and Financial sheet:
With reference to the Clerks salary, please can the clerk check this, as looking at the sheet, April’s salary is not over £500. Therefore is it due from the beginning of April or May?
Resolved to adopt the financial sheet and authorise payments: proposed by Cllr Gage and seconded by Cllr Day – all agreed subject to this question being raised.

Next meeting is a planning committee 7.00pm in the Church room 0n 12th August
Next full meeting 7.30pm in the committee room at the village hall 9th September 2009
121/09 Outstanding items – Raised with the Chairman’s permission.
a) The grass on the island by Monkton Elm junction A38 & B3259 is again too tall and is obscuring vision – needs cutting. Could the clerk please request it to be cut?
b) The question was asked: Do we know if the village hall management/building committee have approached local builders for quotes for the extension? Cllr Gage thinks they have.
c) As the Parish Council is a major financier of the extension to the Village Hall, can we please be kept in the ‘loop’ of information?
