WEST MONKTON PARISH COUNCIL
Meeting of Planning Committee on 13th August 2008
Persons present: Cllr Reeves (Chairman), Cllrs Day, Ellis, Tully, Besley, Cavill, Gage

In attendance: The Clerk, Mrs P A Cavill.
111/08 Apologies were received from Cllr Perris, (work), Cllr Haskins (work).

112/08 Applications registered at TDBC
48/2008/040 Mrs F Wadsley erection of satellite dish and frame at Odeon Cinema, Heron Gate, Taunton. Likely issues - none listed. Comment: no objection.
48/2008/042 Mrs S Melhuish Erection of single storey extension at Dunelm Goosenford. Likely issues - none listed. Cllr Cavill declared personal interest, Cllr Tully declared prejudicial interest. Comment: No objection.
48/2008/043 Ms K Marlow Construction of Post-16 training centre for delivering performance and repositioning of temporary classroom at Heathfield Community School West Monkton. Likely issues - none listed. Cllr Tully declared personal interest. The Parish Council supports this application but is concerned about the negative effects the proximity of the development will have on the Primary School. Some shielding and screening to obscure the views of the development whilst work is in progress would minimise the disruption to Primary School children and would stop the site workers being able to look into the classrooms.
48/2008/045 Mrs F Wadsley Erection of online canopy to the north eastern elevation of the store and the installation of no 2 roller shutter doors at Sainsbury’s West Monkton. Likely issues - none listed. Comment: The Parish Council has no objection providing that it does not obstruct the vehicular access down the side of Sainsbury’s site below the motorway to land on the other side of the motorway; this access was a requirement of the original planning permission.
48/2008/046 Mrs F Wadsley Erection of single storey and two storey extension, balcony and car port at New Dawn, Gotton, West Monkton. Likely issues - none listed. Cllr Tully declared prejudicial interest, Cllr Gage declared personal interest. The Parish Council supports this application, providing that materials used are in keeping.
PC/4/48/08/043/JD Miss Jessica Dagnall SCC application - minor alterations to the external elevations of a new building to deliver Post-16 education (planning permission no 4/48/07/075) at Heathfield Community School, School Road, Monkton Heathfield, Taunton, Somerset. Likely issues - none listed. Comment: the Parish Council has no comment.
48/2008/047 Ms K Purchase Erection of single storey rear extension at Walford Lodge Walford Cross. Likely issues - none listed. Comment: The Parish Council supports this application providing that the character of the original building is maintained by the use of suitable materials in keeping with the original.
48/2008/050 Mrs S Melhuish Erection of single storey extension to link existing dwelling to existing garage, formation of front garden wall/fence at Pennystone, West Monkton. Likely issues - none listed. Comment: the Parish Council supports this application.
48/2008/048 Mrs F Wadsley Erection of double garage and store at Oak House, Monkton Heights, West Monkton. Comment: the Parish Council supports this application, but materials used must be in keeping.
48/2008/052 Ms K Marlow Erection of rear and first floor extension and double garage at St Elmo, Yallands Hill Monkton Heath field - NO PAPERS SERVED. Comment: although no papers were served for this application the Parish Council wishes to comment: the bungalow St Elmo has a house on either side of it. Going down Yallands Hill, on the St Elmo side of the road, the remaining dwellings are all bungalows until the end dwelling which is a house. These bungalows have put dormers in the roof and extended from the original. So this application is entirely in keeping with what has been done to houses in the immediate area, and as such the Parish Council supports it. There is no reason for a decision to be made against the application, but the position of windows should not allow overlooking of the property on either side of St Elmo.
Tree works
Mr D Galley: application to re-pollard one willow tree included in Taunton Deane Borough (West Monkton No.3) Tree Preservation Order 1998 at 20 Acacia Gardens, Bathpool, Taunton (TD777) The proposal has been discussed and agreed in principle on site prior to application. Comment: The Parish Council supports this application subject to the usual standards of pollarding being applied.

48/2008/034 Erection of ATM pod at Sainsburys Hankridge Farm Retail Park. The development would detract from the appearance of the buildings behind it and would inconvenience users of the footpath going between the shops.
48/2008/036A Non illuminated Sainsbury Sign Pole mounted above roof at Sainsburys Hankridge Farm Retail Park. The proposed sign would distract drivers on the motorway causing danger to the public; also adverse impact on local visual amenity - green wedge.
