Minutes of the meeting of the Planning Committee of the Parish Council held on Wednesday 6th December 2006 at 7.00pm in the Church Room, West Monkton.

Present: Cllrs Reeves, Warren, Ellis, Day, Besley, Wallington.
In attendance: the Clerk, Mrs P A Cavill; no members of the public attended.

48/2005/072 Mrs J Moore: Proposed mixed use urban extension development comprising residential, employment, local centre, new primary school, A38 relief road, green spaces, and playing fields at Monkton Heathfield as amended by Master Plan and Phasing Plan received 31st October 2006. Likely issues: will need to be assessed against the contents of the Monkton Heathfield Development Guide.
Comment: 48/2005/072 Proposed mixed use urban extension development. Although the notification has come to the Parish Council using the standard form, with a reference to the Monkton Heathfield design guide under likely issues to be assessed - matters have clearly moved on from that initial position and the standard response form is not appropriate in this particular instance. In conjunction with T Noall, the developers and T Burton, the Community Engagement Panel has been constituted, with its parameters, lines of reporting, modus operandi etc clearly defined in a letter to Mr Noall, copied to all involved parties. You should have received a copy and if you did not please contact me and I'll send one. The position at present is that the CEP is waiting for Tim Burton to arrange a meeting of the CEP, some external consultants and the developers so that we can determine the way forward. As a consequence the Parish Council reserves its right to comment on this application until the agreed forum has been assembled. I look forward to hearing from you or Tim Burton with some proposals for dates when this meeting can take place.

48/2006/046 Mr J Grant: Erection of detached dwelling and garage in garden of 21 Heathfield Drive, Monkton Heathfield. Likely issues; none listed. Comment for the attention of the Planning Committee: 48/2006/046 Erection of detached dwelling and garage in garden of 21 Heathfield Drive, Monkton Heathfield. Comment: the Parish Council appreciates that the application is at this stage outline. However, whilst the footprint of the house is acceptable - albeit rather small, the Parish Council would wish to note that attention must be paid to ensure the roof line of the finished property is in keeping with its neighbours.
48/2006/068 Mr J Grant: Erection of dwelling at 45 School Road, Monkton Heathfield. Likely issues; none listed. Comment: the plot is a corner site, School Road to the South and a cul-de-sac off-shoot of School Road to the East. The existing no. 45 faces the south: the proposal is to build onto that property thus creating a short terrace of houses with the proposed new one at the end. The previous application had placed the entrance via the south side of School Road, which would have created access problems especially at School start and finish times. The Parish Council is pleased to note that the amended plans now propose access from the cul-de-sac to the East. The proposed dwelling would be on the building line of the short row of terraces. However, it would not be in the building line of the houses that are situated in the cul-de-sac, and the proposed dwelling would look over its neighbours down the length of the cul-de-sac, and especially numbers 44 and 43. The site plan is hand drawn and a proper to scale drawing would show much more clearly what is evident from the ground.

48/2006/073 Mr M Hicks: Erection of log cabin to house a swimming pool, 2 Thornash Close, Monkton Heathfield. Comment: the Parish Council supports this application.
48/2006/074 Mr M Hicks: Demolition of existing double garage and erection of two storey extension as amplified by letter and plans received 1st Nov 2006 to side of Hghlands, Yallands Hill, Monkton Heathfield. Likely issues: none listed. Comment: the windows on the first floor of the extension look somewhat institutionalised and the Parish Council would wish to be assured that they will be in keeping with the rest of the house.
48/2006/075 Mr G Clifford: Erection of bungalow with attached single garage on land to rear of Fairhavens, 63 Greenway, West Monkton (revised scheme). Likely issues: revised scheme likely to be acceptable. Comment: the Parish Council supports this application; it is an imaginative and attractively designed dwelling.
48/2006/077LB Mr M Hicks: Installation of satellite dish at the Coach House, Walford Court, Taunton. Likely issues: none listed. The Parish Council is satisfied that the proposer will place the dish sensitively and responsibly and supports the application

Conditions: begin within three years; external surfaces to be of materials specified in application; parking area to be kept clear of obstruction and used solely for parking; parking area to be properly consolidated and marked out before use; ensure orderly parking and decrease likelihood of parking on the highway.

Conditions: complete work within two years; carry out work in accordance with BS3998 (to maintain and protect the health of trees); British birds/nests/eggs to be left undisturbed if discovered.

Consent given. Conditions: complete works within two years; pollard the willow to maintain health and amenity of the tree; crown reduce the maple to maintain health and amenity of the tree.
